Consolidated Nuclear Security, LLC

Consolidated Nuclear Security is not a company most people have heard of, but it runs two of the most sensitive industrial sites in the US nuclear weapons complex. It was formed in 2012 as a joint venture and took over management and operations of the Y-12 National Security Complex in Oak Ridge, Tennessee, and the Pantex Plant near Amarillo, Texas, in 2014, under a management-and-operating contract with the National Nuclear Security Administration. The idea behind combining the two sites under one contractor was to bring more consistency to a nuclear weapons production and maintenance chain that had historically been managed site by site. Y-12 is where the country's weapons-grade uranium work happens. The site processes and stores enriched uranium, produces uranium components for nuclear warheads, and supports the Navy's naval reactor fuel supply.

It also houses the Uranium Processing Facility, a multi-billion-dollar modernization effort meant to replace Y-12's aging Cold War-era buildings, built as a subcontracted project running alongside CNS's operating role. Pantex, on the other end of the weapons lifecycle, is where warheads are actually assembled, disassembled, and refurbished, and where high explosives components are manufactured and tested. Together the two sites cover the physical assembly and the fissile material handling that keep the US nuclear stockpile safe, reliable, and current under NNSA's stockpile stewardship program, without full-scale nuclear testing. CNS itself is a limited liability company owned by a small group of established defense and nuclear contractors. Bechtel National is the lead member, with Leidos, Northrop Grumman's former Orbital ATK/ATK Launch Systems business, and Day & Zimmermann's SOC LLC rounding out the ownership team, and Booz Allen Hamilton has worked with the venture as a teaming subcontractor.

That ownership structure is typical of how NNSA sites are run: rather than one company owning the mission, a joint venture of primes bids for and holds the multi-billion-dollar-a-year operating contract, and the arrangement gets rebid periodically. NNSA's contracting approach for these sites has shifted over the years, including a period in which it moved to compete Y-12 and Pantex separately rather than as a single combined contract, which has meant CNS's exact scope has evolved contract cycle to cycle even as its operational role at both sites has continued. Because CNS operates inside the nuclear weapons complex rather than selling products commercially, most of what it does is not publicly detailed. Physical security, criticality safety, and cyber protections at both sites are subject to intense NNSA oversight, and specifics of clearance levels, security posture, or individual program budgets are not the kind of information CNS or NNSA make public. What is public is the basic shape of the mission: uranium processing and storage at Y-12, warhead assembly and high explosives work at Pantex, and a combined workforce, across both sites, that numbers in the thousands supporting the physical backbone of the US nuclear deterrent.
