Compania Nationala ROMARM S.A.

ROMARM is the holding company the Romanian state built in October 2000 to gather what was left of the communist-era arms industry into one balance sheet. Head office is in Bucharest. Around fifteen manufacturing subsidiaries sit underneath it, most of them plants with much older histories than the holding itself, along with a Centre of Excellence in Research, Development and Innovation established in October 2022. Reported turnover reached roughly 314 million euro in the most recent year published. Ownership sits with the Romanian government through the economy ministry, and the group functions as the country's principal domestic supplier of weapons, ammunition and armoured vehicles.

The subsidiary list is the company. Fabrica de Arme Cugir works on a site whose metallurgy dates to 1799 and makes small arms to NATO standards, including the Md. 86 assault rifle and the PSL designated marksman rifle, together with civilian sporting variants exported in volume. Arsenal Resita, founded in 1977 for medium and large calibre guns, covers artillery and anti-aircraft cannon. Uzina Mecanica Bucuresti and the Moreni plants handle armour, and Moreni is the only Romanian producer of armoured personnel carriers, responsible for the TR-85M1 Bizonul main battle tank upgrade and for the wheeled carrier families in Romanian service. Uzina Mecanica Bucuresti also builds Piranha V vehicles under a licence arrangement with General Dynamics European Land Systems, a programme that has anchored Romanian mechanised infantry recapitalisation. Uzina Mecanica Sadu produces small arms ammunition in both NATO and former Warsaw Pact calibres. Tohan at Zarnesti, founded in 1938 within the Malaxa industrial group, and Uzina Mecanica Plopeni cover larger calibre ammunition and pyrotechnics, while Pirochim Victoria works on explosives and propellants. Electromecanica Ploiesti began in 1955 repairing ammunition and anti-aircraft artillery and today produces missiles and rocket systems. Metrom in Brasov and the Dragomiresti and Mija plants round out the ammunition and energetics base. Carfil in Brasov, founded in 1922, added military drone assembly in 2025 through a cooperation with the American firm Periscope Aviation, which is the clearest sign of where the group is trying to go next.

The group's problem has always been capital rather than skill. Plants carry Cold War capacity and headcount against post-1990 order books, and successive governments have used ROMARM as the vehicle for joint ventures with foreign primes rather than reviving it alone. That pattern has accelerated since 2022, with new powder and ammunition capacity under discussion, licence production of Western armoured vehicles running at Bucharest, and the drone work at Carfil. Export markets across Africa, the Middle East and Asia still take Romanian small arms and ammunition in quantity, and the Cugir sporting rifles in particular have been a steady civilian earner in the United States. Uzina Mecanica Cugir, Metrom in Brasov and the Dragomiresti and Mija works handle further ammunition, energetics and mechanical production alongside the better known plants. The group is worth reading as fifteen separate industrial histories under one holding rather than a single integrated prime.
