Systems Planning and Analysis, known throughout the Navy and missile defense community simply as SPA, started in 1972 with three people and grew into one of the more specialized analytical shops in the defense industry, without ever building a piece of hardware itself. Headquartered in Alexandria, Virginia, the firm has spent more than 45 years supporting the Navy's Strategic Systems Programs office, the organization responsible for the Trident II submarine-launched ballistic missile that anchors the sea-based leg of the U.S. nuclear triad, providing technical services, arms control support, systems engineering, and training for a weapon system where the margin for error is effectively zero. That naval strategic work remains the firm's anchor, but SPA's scope has grown well past submarines. It now organizes its work around six service lines. Strategic Analysis and Force Design uses data-driven methods to help the Pentagon shape future force structure and capability investment decisions.

Systems Engineering and Emerging Technology rounds it out, applying model-based digital engineering to systems still in development.
Subject-matter depth is really the product here. SPA's professionals cover land, undersea, surface, and air warfare, intelligence community analysis, radar and sensor systems, unmanned and counter-unmanned systems, defense industrial base and economic security research, space systems, ballistic missile systems, cybersecurity policy, and hypersonics, and the firm runs specialized facilities to support that work, including the Freedom Wargaming and Conference Center and the SPA Arlington Research Collaboration Center. It has expanded internationally through SPA Australia and SPA International, and it has added capability through subsidiaries Red Six, which builds augmented reality training tools for fighter pilots, and Intrepid. SPA serves defense, intelligence, and homeland security customers, and it announced a significant Northern Virginia expansion in 2025 as its government analysis and digital engineering work continued growing.
