The Aerospace Corporation exists because the Air Force decided in 1960 that it could not get straight technical answers about ballistic missiles and military satellites from the companies building them. The remedy was a nonprofit chartered under California law to do that one job. Sixty-five years later the corporation still operates a single federally funded research and development center, dedicated to national security space, with the United States Space Force and the National Reconnaissance Office as its principal sponsors and NASA, NOAA, other federal agencies and a widening set of commercial operators as customers beside them. Headcount runs past 4,500 and revenue was near $1.3 billion in fiscal 2023. In March 2024 the corporate headquarters moved from El Segundo, California to Chantilly, Virginia to sit inside the Washington customer base, with $100 million committed to keeping the El Segundo campus and the 2,800 engineers there current.
The technical organisation splits along customer lines. The National Systems Group supports the reconnaissance architecture run by the NRO. The Defense Systems Group covers Space Force programs, which means missile warning satellites, protected and wideband communications, and the position, navigation and timing constellation that grew out of Aerospace's own GPS work, an effort that earned a share of the 1992 Collier Trophy. The Civil Systems Group serves NASA and NOAA on science, weather and exploration missions. Underneath all of them sits the Engineering and Technology Group, which holds the laboratories and the discipline depth, from propulsion, materials and space electronics to orbital mechanics, radiation effects and systems analysis. Specialty centers hang off that structure rather than sitting in the customer groups.
The corporation's most visible service is launch verification. Aerospace works through system design, manufacturing, integration and preflight operations on a national security launch, and its independent readiness judgement is one of the things standing between a billion dollar payload and a bad day. The Concept Design Center runs rapid trade studies for customers weighing architectures, and it produced the design options that fed the GPS III competition. The Center for Orbital and Reentry Debris Studies, set up in 1997, models collisions, reentry breakup and space traffic, and it is where much of the public reporting on falling hardware originates. The Space Safety Institute, established in 2021, extends independent safety assessment to commercial and international operators rather than only government ones, and covers launch and reentry safety, spectrum and cyber. On the cyber side Aerospace publishes SPARTA, a matrix of space-specific attack tactics and techniques modelled on the approach MITRE took with terrestrial networks, now at version 4.0.1. The iLab initiative carries early stage innovation work. None of it is sold as hardware, which is the point.
