Battle Damage Assessment (BDA)
Battle damage assessment, BDA, answers the question every strike raises: did it work? Not whether the weapon hit, which the weapon's own video usually shows, but whether the target is functionally dead, for how long, and whether it needs restriking. BDA is the feedback loop of targeting, and its quality decides whether a campaign's next hundred sorties are spent wisely or wasted on rubble that was already rubble.
Why it is chronically wrong
The record is humbling. In the 1991 Gulf War, coalition BDA credited far more Iraqi armor destroyed than ground inspection later confirmed, and the dispute between CIA and military assessors reached the White House. Kosovo in 1999 was worse: NATO claimed hundreds of Serbian armored vehicles, and the post-war count found a fraction, the rest being decoys and survivors. The failure modes repeat. A hit on a building says nothing about the equipment inside. Adversaries repair overnight, deploy decoys, and drag wrecks around to confuse imagery. And institutional pressure runs one direction, since pilots, planners, and commanders all prefer assessments that say the strikes worked.
Doctrine answers with a three-phase discipline: physical damage assessment from imagery, functional damage assessment judging whether the target still works, and target system assessment judging whether the wider system, a power grid, an air defense network, has actually lost capability. The third phase is the one that matters and the one hardest to do honestly.
What changed
Persistence. A Cold War BDA cycle waited for the next reconnaissance pass, sometimes days. A drone orbiting the target watches the strike, the secondary explosions, and the recovery effort in one continuous take, and commercial satellite constellations revisit any point on earth multiple times daily, which is why open-source analysts now publish credible BDA of strikes in Ukraine within hours from unclassified imagery. Radar satellites see through clouds and camouflage netting well enough to count vehicles. The gap that remains is the old one: seeing damage is cheap now, but judging function still takes analysts who understand how the target system actually works, and adversaries still repair, deceive, and disperse.
Who does BDA and with what?
Intelligence organizations own the formal process, in the US primarily the Defense Intelligence Agency with the combatant commands, feeding a joint targeting cycle. The tooling market spans imagery exploitation software, automated change-detection algorithms that flag differences between before and after passes, and the analytic platforms that fuse strike video, SAR imagery, and signals intercepts into a target-system picture. Machine-assisted change detection is the active growth area, since sensor volume long ago outran the analyst headcount.
