Counterforce

Counterforce is a nuclear-targeting strategy aimed at an enemy's military capability, its missiles, bombers, submarines, command centers, and nuclear forces, rather than at its population and cities. Its opposite is countervalue, which targets what a society values most: its people, industry, and economic centers. The distinction sounds academic until you realize it shapes how many weapons a country builds, how accurate they must be, and whether the whole balance of terror is stable or dangerously twitchy.

The logic and its dark corner

Counterforce has an intuitive moral appeal, hitting weapons rather than civilians, but its strategic logic is more troubling than that framing suggests. To destroy an enemy's missiles, you must strike them before they launch, in their silos or on their submarines, which means counterforce is inherently oriented toward striking first. A credible counterforce capability, enough accurate warheads to destroy the enemy's arsenal on the ground, raises the terrifying possibility of a disarming first strike that leaves the victim unable to retaliate. This is precisely what makes counterforce destabilizing: if one side believes the other could disarm it in a first strike, both sides have an incentive to strike first in a crisis, to use their weapons before losing them. The pursuit of counterforce capability can thus make nuclear war more likely rather than less, which is the central paradox of the strategy.

Countervalue, by contrast, underpins the grim stability of mutual assured destruction: if each side keeps enough survivable weapons to obliterate the other's cities no matter who strikes first, neither gains from striking, and deterrence holds. The submarine-launched missile is the guarantor here, because a hidden submarine's weapons survive any first strike and ensure retaliation, which is why the sea-based leg of a nuclear triad is considered the bedrock of stable deterrence.

Why accuracy is the whole game

Counterforce demands precision that countervalue does not. Destroying a hardened missile silo requires a warhead to land very close to it, which places a premium on accuracy, and improvements in missile guidance over the decades steadily increased counterforce capability, and with it the theoretical vulnerability of land-based missiles. This drove the arms competition in specific directions: mobile missiles that are hard to target, submarines that hide, and hardened or numerous silos, all responses to the growing accuracy that made counterforce more feasible. The current worry that China's arsenal growth and improving accuracy across the nuclear powers could erode the stability of deterrence is, at bottom, a counterforce worry, the fear that first-strike capability is becoming more achievable in a world of multiple nuclear rivals.

Do nuclear powers actually plan counterforce or countervalue?

Publicly, most emphasize that they do not target civilians and structure their planning around military targets, which is a counterforce posture, and US declaratory policy has long stressed counterforce and the avoidance of deliberately targeting populations. In practice, real war plans have always been complex mixtures, and the distinction blurs because many military targets sit in or near cities, so a counterforce strike on command centers and bases would still kill enormous numbers of civilians. The debate over which posture a country should adopt, and how much counterforce capability is stabilizing versus provocative, is among the oldest and least settled in nuclear strategy, and it has reopened as the number of nuclear-armed rivals grows.
