Electronic Intelligence (ELINT)

Electronic intelligence, ELINT, is intelligence gathered by detecting and analyzing electronic emissions that are not communications, principally radar signals but also the emissions of other electronic systems. Every radar that transmits reveals itself, and its signal carries a wealth of information, its type, its purpose, its capabilities, and often its location, so ELINT is the discipline of listening to the electromagnetic emissions an adversary's equipment radiates and extracting from them a detailed picture of what electronic systems the enemy has, where they are, and what they can do. It is a foundational form of intelligence for modern warfare, because you cannot effectively fight, jam, or avoid an enemy's radars and electronic systems without first knowing what and where they are.

What ELINT reveals and why it matters

A radar signal is a fingerprint. Its frequency, pulse pattern, and other characteristics identify the type of radar, which in turn reveals what it is for, an early-warning radar, a fire-control radar guiding a missile, a search radar, an aircraft's radar, and how capable it is, so an ELINT analyst listening to an enemy's emissions can catalog the adversary's air defenses, identify which radars guide which weapons, and map where they are positioned. This picture is essential for several critical purposes. It builds the threat library, the database of enemy radar signatures that allows an aircraft's warning receivers to instantly recognize what kind of radar is illuminating it and whether it guides a lethal weapon, information that can save the aircraft. It enables electronic warfare, because jamming a radar effectively requires knowing its exact characteristics, which ELINT provides. And it supports the suppression of enemy air defenses, the mission of finding and destroying the radars and missile systems that threaten aircraft, since you cannot strike what you have not located, and ELINT is a primary means of locating them, often pinpointing a radar's position precisely enough to target it. The location of an emitting radar can be determined by direction-finding, and a radar that transmits to do its job thereby betrays its presence and position to anyone listening, a fundamental vulnerability that makes emission control, deciding when to turn radars on and off, a constant tactical concern.

ELINT is collected by a range of platforms built or equipped to listen, specialized reconnaissance aircraft that fly along the edges of hostile airspace collecting the emissions of the air defenses within, satellites that gather emissions from space, ships and ground stations, and the sensors carried by combat aircraft themselves, all feeding the picture of the enemy's electronic order of battle. The famous reconnaissance flights along the borders of adversary nations, sometimes provoking interceptions, are substantially about collecting ELINT, mapping the radar coverage and electronic systems of a potential enemy so that if conflict comes, one's own forces know what they face and how to defeat it.

ELINT within the intelligence family

ELINT is one branch of signals intelligence, SIGINT, the broader discipline of intelligence gathered from intercepted signals, and its sibling is communications intelligence, COMINT, which covers the interception of communications, the actual messages people send, whereas ELINT covers the non-communication emissions like radar. The two are collected by overlapping means and often by the same organizations, but they answer different questions, COMINT reveals what the enemy is saying and planning, ELINT reveals what electronic systems the enemy has and where, and both feed the all-source intelligence picture that commanders rely on. In an age where nearly every military system emits some electronic signature, and where the electromagnetic spectrum has become a central battleground, ELINT's importance has grown, because dominating the electronic fight, jamming the right systems, avoiding the lethal radars, striking the key air defenses, all depends on first knowing the enemy's electronic landscape in detail, which is exactly what ELINT provides.

Why can't an enemy just avoid ELINT by turning off their radars?

They can, and they do, which is precisely the tension at the heart of the electronic fight. A radar that stays silent emits nothing for ELINT to collect, so it cannot be identified, located, or targeted through its emissions, but a silent radar is also doing no work, detecting no aircraft and guiding no weapons, so emission control is a genuine trade-off between hiding from the enemy's ELINT and performing the radar's function. In practice, air defenses must eventually turn their radars on to do their job, at which point they become vulnerable to ELINT and to the strikes it enables, and much of the cat-and-mouse of air warfare involves defenders turning radars on only when necessary and attackers baiting them into emitting so they can be located and destroyed. So while turning off emitters defeats ELINT collection in the moment, it also disables the very systems that need to operate, which means ELINT retains its value because the enemy cannot stay electronically silent and still fight, and the discipline of exploiting the enemy's unavoidable emissions remains one of the more powerful forms of military intelligence.
