Improvised Explosive Device

An improvised explosive device, IED, is a homemade bomb, built from whatever materials are available rather than manufactured as a standard military munition. The improvised part is what makes it both cheap and dangerous: an IED can be assembled from an artillery shell, some fertilizer, a cell phone, and a battery, costing almost nothing, yet it can destroy an armored vehicle and kill its crew. This asymmetry, a weapon costing a few dollars destroying equipment costing millions and killing well-trained soldiers, made the IED the signature weapon of the wars in Iraq and Afghanistan and the primary killer of coalition troops there, and it remains a persistent threat wherever a weaker force fights a stronger one.

Why the IED was so effective

The IED's power lay in exploiting the vulnerabilities of a stronger force at almost no cost. A conventional army moving through a country must travel roads, patrol areas, and expose itself, and the IED turned that necessary movement into a lethal gamble, since a bomb hidden in the roadside, buried under the surface, or concealed in debris could destroy a vehicle and its occupants without the enemy ever being seen. The insurgents planting IEDs did not have to defeat the coalition forces in battle, which they could not, but only to plant bombs along the routes those forces had to use, imposing a steady toll of casualties that wore down the stronger force over time and shaped the whole character of the conflict, forcing constant vigilance, slowing movement, and inflicting the losses that eroded political will at home. The devices came in several forms, distinguished by how they were triggered: command-detonated IEDs set off remotely by an observer choosing the moment, victim-operated IEDs triggered by the target itself stepping on a pressure plate or crossing a tripwire, and various hybrids, and this variety made them hard to defend against, since each type demanded different countermeasures. The IED also evolved constantly in an arms race with the countermeasures deployed against it, as insurgents changed triggering methods, concealment, and explosive designs to defeat each new defense, a rapid measure-countermeasure spiral that ran throughout the wars and that the counter-IED effort struggled to keep pace with.

Defeating IEDs became an enormous, resource-intensive effort that drove significant developments in equipment and tactics. Detection sought to find the devices before they detonated, using everything from trained dogs and visual searches to ground-penetrating radar and electronic sensors, though the hidden, improvised nature of IEDs made reliable detection genuinely difficult. Protection sought to save the troops when a device did detonate, driving the rapid development and fielding of the MRAP, the mine-resistant vehicle with a v-shaped hull designed to deflect blast, which was procured in huge numbers to protect troops from the IED threat and which saved many lives, and the body armor and other protective measures that reduced casualties. Electronic countermeasures sought to defeat the remote triggers, jamming the radio signals that command-detonated IEDs used, which forced insurgents toward other triggering methods in the continuing arms race. And explosive ordnance disposal teams, and increasingly robots, dealt with the devices found before they detonated, rendering them safe or destroying them. This vast counter-IED effort, consuming enormous resources and effort, reflected how serious the threat was and how much the improvised bomb, cheap and simple as it was, could challenge the most advanced military in the world.

The enduring threat and its legacy

The IED did not disappear with the end of the Iraq and Afghanistan wars, since the fundamental logic that made it effective, a cheap, improvised weapon that lets a weaker force impose costs on a stronger one, persists wherever such asymmetric conflicts occur, so the IED remains a threat in conflicts and insurgencies around the world. The knowledge, techniques, and appeal of the improvised bomb spread and endure, and forces facing insurgents, terrorists, or irregular enemies continue to confront the IED threat, keeping counter-IED capability relevant even as strategic attention shifted to great-power competition. The legacy of the IED-dominated wars also lingers in the vast quantities of unexploded devices and other explosive remnants left in former conflict zones, which continue to endanger civilians and require clearance long after the fighting ends, a grim inheritance that explosive ordnance disposal and demining efforts must address for years. The IED experience left a deep mark on the militaries that fought those wars, shaping their equipment, tactics, and thinking about the vulnerability of forces to cheap, improvised weapons, and it stands as a powerful demonstration of how a simple, inexpensive weapon in the hands of a determined enemy can challenge, bleed, and shape the operations of even the most sophisticated and powerful military, a lesson that echoes in the current concern about cheap drones and other low-cost weapons that impose disproportionate costs on expensive forces, the same asymmetric logic that made the improvised bomb so consequential.

How is an IED different from a landmine or a regular bomb?

The key difference is that an IED is improvised, built from available materials rather than manufactured as a standard munition, which distinguishes it from both conventional landmines and regular military bombs that are produced to specification in factories. A landmine is a manufactured munition designed and built as a mine, with standardized characteristics, whereas an IED, though it may function similarly to a mine when victim-operated and buried, is improvised from whatever the maker can obtain, which makes it more variable, less predictable, and often harder to detect since it lacks the standard signatures of a manufactured mine. A regular bomb is likewise a manufactured munition, an aircraft bomb or artillery shell produced to military specifications, whereas an IED is homemade, sometimes using a manufactured munition as its explosive charge but assembled and triggered improvisationally. This improvised character is what defines the IED and what makes it both accessible, since it can be built cheaply from available materials by those without access to manufactured weapons, and dangerous, since its variety and unpredictability complicate the countermeasures against it. The improvised nature also connects the IED to the broader category of asymmetric weapons, the cheap, accessible means by which weaker forces challenge stronger ones, since the whole point of improvising a bomb is that a force without manufactured weapons, or wishing to avoid the traceability and cost of them, can still create a lethal explosive threat from ordinary materials, which is precisely what made the IED the weapon of choice for the insurgents who could not match the coalition's manufactured arsenal but could assemble deadly bombs from what lay at hand.
