NIOA

Family-owned munitions group spanning artillery and mortar manufacture, weapons and ordnance distribution, sustainment and missile capability development.

//Overview

NIOA is a family-owned munitions company that started in regional Queensland in 1973 and is now the largest privately owned supplier of munitions to the Australian and New Zealand defense, law enforcement and commercial markets. It is unusual for its sector in remaining family controlled rather than listed or private equity backed, and it has grown by combining three quite different activities: distribution of foreign weapons and ordnance into Australia and New Zealand, domestic manufacture of munitions, and sustainment and acquisition services for the Australian Defence Force. The group is headquartered at Pinkenba in Brisbane with operations in Victoria, Queensland, New Zealand, the United Kingdom and the United States.

NIOA Australia Government is the defense-facing arm, supplying weapons, munitions, optics, tactical equipment and accessories, and it is also where the acquisition and sustainment work sits. The company acts as prime contractor on requirements analysis, market solicitation, tender evaluation and source selection, does integration and testing of complete weapon and munition systems with its own engineering team, and runs through-life support and integrated logistic support programs. Maintenance workshops carry out technical inspection, servicing and all grades of repair on weapons and optics. It manages secure government facilities and operates a defense-accredited vehicle fleet endorsed for secure transport of explosive ordnance.

Manufacture is the part of the business that has changed most. NIOA operates the Commonwealth-owned Benalla munitions facility in regional Victoria, producing explosive ordnance for the Australian Defence Force along with certification and testing. Rheinmetall NIOA Munitions, a joint venture with Rheinmetall Waffe Munition, built a greenfield plant at Maryborough in Queensland that forges and machines 155mm artillery projectile bodies, mortar shell bodies and large calibre naval ammunition, with medium calibre work carried out at Benalla. The Maryborough plant created more than 100 jobs and was named in 2026 as a manufacturing source for the 155mm M795 projectile.

Barrett is the US manufacturing arm, acquired by NIOA and described as the world leader in long-range, large-calibre rifle manufacture. The Australian Missile Corporation is the group's vehicle for guided weapons work, set up to build Australian industrial participation in sovereign missile programs, and in 2026 NIOA welcomed government support for a large-scale rocket motor manufacturing facility. NIOA New Zealand supplies the New Zealand Defence Force, police and sporting customers, and NIOA Australia's sporting and outdoor division serves rural, hunting and target shooting markets through a dealer network.

The Australian program history is the clearest evidence of scope. NIOA has held or competed for LAND 300 soldier combat systems, LAND 17 Phase 1C.2 for artillery ammunition, LAND 40 Phase 2 direct fire support weapons, LAND 400 Phase 2 combat reconnaissance vehicle ammunition, LAND 1508, the Major Munitions Contract and long-running weapon sustainment work. More recently it has moved into counter-drone, partnering with Australian engineering firm Hydrix in 2026. Both NIOA Nominees in Brisbane and NIOA Munitions at Benalla hold formal quality and explosive ordnance certifications.
