Lethality
Lethality is a military force's capacity to destroy the enemy, its killing power, the effectiveness with which it can inflict destruction. The word became something of a buzzword in American defense discourse, invoked constantly as the goal of building a more lethal force, so much so that it risked losing meaning through overuse, but the underlying concept is real and important: how effectively a force can destroy its enemies is a central measure of its military value, and increasing lethality, making a force better at destroying the enemy, is a genuine and important objective, however overused the word became. Understanding what actually drives lethality, and its relationship to other qualities like mass and survivability, matters more than the rhetoric around the term.
What actually drives lethality
Lethality depends on many factors beyond raw firepower, since a force's ability to destroy the enemy involves not just the weapons it has but its ability to find targets, hit them accurately, and coordinate its efforts effectively. Firepower matters, the weapons a force wields and their destructive capability, but firepower alone does not determine lethality, since weapons that cannot find or hit their targets destroy nothing, so the ability to find the enemy, through reconnaissance, sensors, and intelligence, and to hit them accurately, through precision and effective targeting, are as important to lethality as the weapons themselves. Precision transformed lethality by making each weapon far more effective, since a precise weapon that hits its target reliably destroys more with less than an inaccurate weapon that mostly misses, so the precision revolution greatly increased the lethality of forces by making their firepower actually effective rather than largely wasted, a transformation that made precision central to modern lethality. Coordination and integration multiply lethality too, since a force whose parts work together, combining arms and coordinating fires, destroys the enemy more effectively than the same force acting in an uncoordinated way, so the combined-arms integration and the command and control that coordinate a force's efforts contribute significantly to its lethality. Training and skill drive lethality as well, since well-trained forces use their weapons and capabilities far more effectively than poorly trained ones, extracting more killing power from the same equipment, which is why training is such an important factor in a force's actual lethality. So lethality is not simply a matter of weapons but of the whole system that finds, hits, and destroys the enemy, the sensors and intelligence that find targets, the precision that hits them, the coordination that concentrates the effort, and the training that makes it all effective, all combining to determine how effectively a force can destroy its enemies, which is its lethality.

So the concept of lethality, while capturing a real and important quality, a force's capacity to destroy the enemy, became the subject of debate about whether its emphasis was balanced, whether the focus on making forces more lethal adequately accounted for the other qualities, mass, sustainability, survivability, that a force also needs, a debate that the experience of major war has informed by demonstrating that lethality, important as it is, is one of several qualities that determine a force's effectiveness, not the sole measure of its value.
Lethality in balance
The fuller understanding of lethality places it among the qualities a force needs rather than treating it as the single goal, recognizing that a force must be lethal but also survivable, sustainable, and sufficient in mass to be effective. A force that is lethal but cannot survive the enemy's fire, cannot sustain itself in a long war, or lacks the mass to be everywhere it must be, is not fully effective, however lethal, so lethality must be balanced with the other qualities that a force needs, survivability to endure, sustainability to keep fighting, mass to have sufficient force, all of which combine with lethality to determine a force's overall effectiveness. This balanced understanding, informed by the experience of major war, sees lethality as essential but not sufficient, one of the qualities a force needs rather than the overriding goal, and it tempers the emphasis on lethality with attention to the other qualities, seeking a force that is lethal and also survivable, sustainable, and sufficient in mass, rather than one optimized for lethality at the expense of the rest. The concept of lethality thus remains important, capturing the real and central quality of a force's capacity to destroy the enemy, which is a genuine measure of military value and a legitimate objective to pursue, but it is best understood in balance with the other qualities that a force needs, as one essential quality among several rather than the sole measure of effectiveness, an understanding that the rhetoric of lethality sometimes obscured but that the reality of warfare, especially major war, reasserts, showing that a force must be lethal but also much more, and that building an effective force means pursuing lethality along with the survivability, sustainability, and mass that together determine whether a force can prevail, not lethality alone, however important it is and however much it was emphasized.
How is lethality different from firepower?
Firepower is the destructive capability of a force's weapons, the raw capacity of its guns, missiles, and other weapons to inflict destruction, whereas lethality is the broader effectiveness with which a force can actually destroy the enemy, which depends on firepower but also on the ability to find targets, hit them accurately, and coordinate the effort, so lethality is the fuller measure of killing power that firepower alone does not capture. A force can have great firepower, powerful weapons, but low lethality if it cannot find its targets, cannot hit them accurately, or cannot coordinate its firepower effectively, since firepower that misses or is wasted destroys little, so the weapons' destructive potential, the firepower, does not by itself determine how effectively the force destroys the enemy, the lethality. Precision illustrates the difference, since precision weapons may not have more raw firepower than unguided ones but are far more lethal because they hit their targets reliably, converting their firepower into actual destruction rather than wasting it, so precision increases lethality more than firepower, making the force more effective at destroying the enemy without necessarily increasing the raw destructive capacity of its weapons. Lethality thus encompasses firepower but extends beyond it to include everything that determines how effectively the firepower is actually used to destroy the enemy, the finding of targets, the accuracy of hits, the coordination of the effort, and the training that makes it all effective, so lethality is the whole system's effectiveness at destruction while firepower is just the weapons' destructive capacity, one input to lethality among several. This distinction matters because increasing firepower, adding more or bigger weapons, does not necessarily increase lethality if the force cannot use the firepower effectively, whereas improving the ability to find, hit, and coordinate can increase lethality greatly even without more firepower, which is why modern efforts to increase lethality focus heavily on the sensors, precision, networks, and training that make firepower effective, rather than just on adding more firepower, recognizing that lethality, the actual capacity to destroy the enemy, depends on the whole system of finding, hitting, and coordinating, not on firepower alone.
