Logistics

Logistics is the art and science of supplying, moving, and sustaining military forces, everything involved in getting forces where they need to be and keeping them supplied with the fuel, ammunition, food, spare parts, and everything else they consume. It is the least glamorous and arguably the most decisive of military functions, captured in the old maxim that amateurs study tactics while professionals study logistics, since the outcome of wars depends enormously on the unglamorous business of sustaining forces, which decides what forces can actually do, where they can go, and how long they can fight. A brilliant plan and capable forces achieve nothing if they cannot be supplied and sustained, so logistics, the sustaining of forces, is the foundation on which everything else rests, the function that determines whether military power can actually be applied and sustained.

Why logistics decides wars

Logistics decides wars because it determines what forces can actually do, since forces can only fight where and as long as they can be supplied and sustained, so the logistics that sustains them sets the limits on what they can accomplish. Forces consume vast quantities of supplies, fuel to move, ammunition to fight, food to eat, spare parts to keep equipment working, and much more, and all of this must be supplied continuously, moved from where it is produced or stored to where the forces are, in the quantities and at the pace that the forces consume it, so sustaining forces is an enormous, continuous effort that must keep up with their consumption or the forces cannot continue. This means that logistics sets the limits on operations, since forces can only go where they can be supplied and can only fight as long as their supplies last, so an operation that outruns its logistics, that advances beyond the ability to supply the forces, will falter as the forces run short of what they need, however capable they are, which is why the reach and sustainability of operations depend on the logistics that supplies them. History is full of campaigns decided by logistics, of advances that faltered when they outran their supplies, of forces defeated less by the enemy than by the failure to sustain them, of the industrial and logistical capacity to supply and sustain forces proving decisive in long wars, so the record of warfare demonstrates repeatedly that logistics, the sustaining of forces, decides outcomes as reliably as tactics and strategy, often more so, since the best tactics and strategy fail if the forces cannot be sustained to execute them. The maxim that professionals study logistics reflects this reality, that those who understand war deeply understand that its outcomes depend heavily on the unglamorous business of supplying and sustaining forces, the logistics that determines what forces can do, so that mastering logistics, the sustaining of forces, is essential to military success, however much attention the more glamorous functions of tactics and strategy attract.

The war in Ukraine has demonstrated the decisiveness of logistics in emphatic terms, from the Russian logistical failures of 2022 to the centrality of sustainment and industrial capacity to the war of attrition that followed. The Russian offensive of 2022 faltered substantially because of logistical failure, as Russian forces outran their supplies, ran short of fuel and other necessities, and bogged down amid the breakdown of their logistics, a spectacular demonstration of how logistical failure can defeat even a large force, since the Russian forces, whatever their capability, could not be sustained in their advance and stalled as their logistics failed. As the war became a prolonged conflict of attrition, logistics and the industrial capacity behind it became central, since sustaining forces in a long war of high consumption, especially the enormous consumption of artillery ammunition, required a logistical and industrial effort to produce and supply the vast quantities consumed, making the ability to sustain the forces, the logistics and the industrial base supplying it, a decisive factor in the war of attrition. The strain on Western stockpiles and the scramble to expand production of artillery ammunition and other supplies demonstrated how a major war tests the logistical and industrial capacity to sustain forces, revealing that the ability to supply forces in a long, high-consumption war is a decisive factor that the West had underinvested in, and driving urgent efforts to rebuild the logistical and industrial capacity to sustain forces in a major war. These lessons of Ukraine, the decisiveness of logistical failure and the centrality of sustainment and industrial capacity to a long war, reaffirmed the enduring truth that logistics decides wars, demonstrating in a contemporary conflict what the maxim about professionals studying logistics has always meant, that the sustaining of forces, the logistics, is a decisive determinant of military outcomes, often more decisive than the tactics and strategy that attract more attention, since forces that cannot be sustained cannot fight, however capable they are and however good their plans.

Logistics in modern warfare

Logistics remains central to modern warfare and faces new challenges as the character of war evolves, particularly the vulnerability of logistics to the precision weapons and pervasive surveillance of the modern battlefield. The fundamental importance of logistics, the sustaining of forces that determines what they can do, endures, but the modern battlefield poses new challenges to logistics, especially the threat that precision weapons and pervasive surveillance pose to the supply lines, depots, and transport that logistics depends on, since these can be found and struck, disrupting the logistics that sustains the forces. The transparency of the modern battlefield, with its drones and sensors that find targets, and the reach of precision weapons that can strike them, make the logistical tail, the supply lines and depots behind the forces, vulnerable to attack, so sustaining forces in the face of these threats requires protecting or dispersing the logistics, a challenge that the modern battlefield's lethality intensifies. This vulnerability of logistics to modern weapons is a significant concern, since disrupting an enemy's logistics, striking their supply lines and depots, is a powerful way to defeat their forces by cutting off the sustainment they depend on, so both attacking the enemy's logistics and protecting one's own have become important, with the transparency and reach of the modern battlefield making the logistical tail a target and its protection a challenge. The demands of sustaining forces in a major war, revealed by Ukraine, also pose challenges to modern logistics, since the enormous consumption of a high-intensity conflict strains the logistical and industrial capacity to supply forces, requiring the capacity to produce and move vast quantities of supplies that peacetime logistics may not be sized for, a challenge that the prospect of major war has made pressing. Modern logistics thus faces the enduring importance of sustaining forces along with new challenges, the vulnerability of logistics to modern weapons and the demands of sustaining forces in a major war, challenges that make logistics as central and as demanding as ever, the sustaining of forces that determines what they can do, now complicated by the threats and demands of the modern battlefield, so that logistics remains the decisive function it has always been, essential to what forces can accomplish, and increasingly challenging to conduct in the face of the threats and demands of modern warfare, keeping the sustaining of forces the foundational and decisive military function that the maxim about professionals studying logistics has always recognized.

Why do amateurs study tactics while professionals study logistics?

Because tactics, the conduct of battles, is more visible and glamorous while logistics, the sustaining of forces, is more decisive but less apparent, so those who study war superficially focus on the visible drama of tactics while those who understand it deeply recognize the decisive importance of the unglamorous logistics that determines what forces can do. Tactics attracts attention because it is the visible, dramatic part of war, the battles and maneuvers that seem to decide outcomes, so those who study war casually focus on tactics, on how battles are fought, drawn to the apparent decisiveness and the drama of the visible fighting. But those who understand war deeply, the professionals, recognize that the outcomes of wars depend enormously on logistics, the sustaining of forces that determines what they can do, since forces can only fight where and as long as they can be supplied, so the logistics that sustains them sets the limits on what the tactics can accomplish, making logistics decisive in a way that the more visible tactics are not. The professional understands that a brilliant tactical plan achieves nothing if the forces cannot be supplied to execute it, that campaigns are decided by the ability to sustain forces as much as by how battles are fought, and that the unglamorous business of logistics, so easily overlooked, is often what determines the outcome, so the professional studies logistics, recognizing its decisive importance, while the amateur, focused on the visible tactics, misses the underlying logistical reality that shapes what is possible. This is the meaning of the maxim, that deep understanding of war reveals the decisive importance of logistics, the sustaining of forces, which the superficial focus on tactics misses, so that professionals, understanding war deeply, study the logistics that decides outcomes while amateurs, drawn to the visible drama, study the tactics that are more apparent but less decisive, a distinction that captures the enduring truth that the sustaining of forces, the logistics, is a more decisive determinant of military outcomes than the more glamorous tactics, a truth that the professional recognizes and the amateur overlooks, and that the history of warfare, including recent conflicts like Ukraine, repeatedly confirms.
